According to Sioux Legend, a great flood visited the Western plains. Many tribes came to the prairie hills to escape from the rising waters. The water continued to rise until it covered all the people. Their flesh and blood was turned into red pipestone.

While the people were drowning, a Bald Eagle flew by so that a beautiful woman could catch onto its feet and be carried away to a great tree on a cliff above the water. Upon this cliff the woman gave birth to twins; their father was the eagle. The twins began a new tribe that was brave and strong. The pipestone, the flesh of their ancestors, was to be smoked as a symbol of peace. And the Eagle feather was to be worn on the heads of the warriors.
